Hi Irene. I've used Zend in the past and found it clunky. I've also used nuSphere's PHP IDE, and thought it was better but still not ideal. In the end, I use Dreamweaver, and test simply through the browser on my local server with PHP's inbuilt error reporting configured to maximum feedback.
However, I think Zend's high level error reporting tools are excellent in a live server environment - especially when dealing with multiple domains. But obviously that's not for development...!
